School malpractice in Hartford – Student CMT answers altered to improve scores

The real question here … Who is responsible and who will be held responsible? An independent investigation confirmed student test answers were altered at Betances School in Hartford to improve test scores. The cheaters altered the answers and were so greedy they got caught.

From The Hartford Courant.

The investigation, conducted by the law firm of Siegel, O’Connor, O’Donnell & Beck, concluded that “testing irregularities are present in the CMT reading content area test booklets, completed by third-grade students” at Betances.

“Changes were made to students 2013 CMT reading content area test booklets by an individual or individuals that were not the students,” the investigators state in a report for the Department of Education dated Nov. 5.

So what’s next? Probably nothing, since there is no advantage to holding anyone accountable.

Remember, the test scores and student performance is not what’s important to the administrators, what’s important is getting cash from the state and the federal government. Inter-governmental graft – where local governments beg for cash from states and the federal government – is the disease that results in symptoms like this.

I am sure this business as usual for many schools. Teachers and administrators reap the benefits in funding, praise and stature. It’s tough proving who did it without lifting the fingerprints from the test booklets or looking long and hard at the chain of custody for the test materials.
Did the high priced investigators think to do that?
