Perhaps it was the list (or not) of the countries he visited while abroad. Or he did not check the box asking for how much money he was bringing into the US. Or he did not check the box asking for the purpose of the trip. Filling the card completely (and truthfully) is a requirement for entry in the US for EVERYBODY.
