The real problem is, when the economy improves, these additional funds pour more money into the gov't, who gleefully spends it, creating a slew of new "services" and programs that will never be cut, and will just add to the burden at the next slowdown, and the vicious cycled repeats. Rinse, wash, repeat. Tax, spend, repeat.
